After years of layoffs, hiring freezes and shuttered IT projects, it appears the worm is starting to turn for technology professionals -- particularly those with telecom, cloud-computing and virtualization expertise.As CIOUpdate reports, a new report from TechServe Alliance found that more than 9,700 IT jobs were added in July, a modest but psychologically significant 1-percent improvement from the same month last year.The report mirrors other statistics compiled in the past few months by vendors, IT consultants and employment staffing firms that found companies are starting to hire more IT staffers, particularly for cloud-computing and virtualization projects left on the backburner during the economic meltdown of the past three or four years.
