3 sources in the package, all in VB.net 2005, .net framework 2.0.

Basic example for a classic tcp listener port server, but it aint hard to implement other methods. See Client functions, i wont list them twice.
Mailman
Basic mailsender. Cheap MX record lookup (lol) i know. Can be included in the server or so, but keep in mind that most Mailproviders reject mail from dynamic IPs as the usual bot has one.

Its neither perfect nor the server.exe you always waited for, but i think for beginners wanting to get some ideas in .net 2005 it might be worth a look. Remember its free and should be 100% FUD as of now.
